Maryland has made significant progress in deploying a unified approach to master patient identity management as a pillar of the state’s health information exchange (HIE) efforts. The underlying and pervasive challenge that was facing data exchange efforts was the lack of any unique identifier to support a common understanding of an individual between provider, payer, government, and other entities involved in delivering or paying for healthcare services. State government and healthcare community partners, through a non-profit entity called CRISP, designed and deployed a comprehensive statewide HIE infrastructure. Chesapeake Regional Information System for our Patients (CRISP) implemented IBM’s MDM to link identities across participants in the HIE network. This Master Patient Index (MPI), which has been in operation for over four years and currently houses over nine million unique identities, has become the most critical technical infrastructure component supporting inter-organization data exchange and health reform efforts. This session will provide insights into

  • Applying patient identity management and identity governance as a foundational requirement for evolving quality-based payment and delivery systems
  • Leveraging MDM to both real-time data exchange services as well as broader population health management functions
  • Identifying the benefits of associated governance and privacy/security aspects of managing multi-organizational patient identity
