CASE STUDY: GOVERNING REFERENCE DATA IN THE CLOUD

Independence Blue Cross (IBC) is the leading health insurer in southeastern Pennsylvania. Located in Philadelphia, the company (and its affiliates) serve close to seven million people nationwide—including two million plus in the region. Whether an enterprise is very mature or immature, the end goal of a data governance initiative is to improve the way people treat data within the organization. In the end, it is about enabling and improving the process of data management. While enterprises are increasingly governing their business glossary and metrics, most are still struggling with how to govern reference data and code sets. Recently, IBC implemented data governance processes for managing reference data using a cloud-based solution. Reference data consists not only of hundreds of different code sets but also crosswalk tables used to translate external reference data values to a single dialect. At IBC, more than 200 code sets are managed for impact on health policy, business rules and cross-walk logic across medical, drug and administrative codes. Topics addressed in this session include

  • Implementing a self-sustaining business process to coordinate data stewards from across the enterprise
  • Integrating a cloud-based Data Governance framework with an existing enterprise metadata repository to create a complete solution for both reference and crosswalk governance
  • Instantiating a business community-based governance approach via a browser-based portal to manage quality and data profiling metrics
